Coin Study: How to grade the coinage in this surface condition?

Sarawak 1920H 20 cents is one of rare Sarawak coinage in which its mintage was only 25,000 pieces in 1920. This coin was secured by PCGS currently.

However, our main discussion topic today is not about the study on its background but how to grade this coin in such unique condition.

In general, the both coin surfaces of this coin are no difference compared to others mint state coin in which original toning and no significant hairlines was observed. However, its leads us a tricky hypothesis which challenges our current grading standard that the high point of of this coin was showing some major flatness. As we all know that fineness condition of the coinage's high point is always one of the main parameter to decide the grade.

If you were the coinage grader, what grade do you assign?

You opinion is highly appreciated. Thanks.
